The Keystone XL pipeline, if built, would cause gas prices in the Kansas City area and the rest of the Midwest to rise by as much as 40 cents per gallon, according to a report being released Tuesdayday by a consumer group. Consumer Watchdog, a California group that has released numerous reports over the years about the petroleum industry, claims the pipeline will restrict oil supplies in the U.S. as exporting to other countries picks up. The result: rising oil prices with the ripple effect extending to gas and diesel prices.

Consumer Watchdog upped the ante on Tuesday on previous claims that construction of the Keystone XL pipeline will drive up the cost of gasoline in Nebraska and the rest of the Midwest. Price increases of 25-40 cents are likely if the pipeline is built between oil deposits in Alberta and refineries along the U.S. Gulf Coast, warned the nonprofit public interest group in a new report that also called the controversial project “an oil industry cash machine.”

That’s because the pipeline would allow oil companies in Canada to export crude oil to a range of markets in the U.S. and abroad, leading to possible increases in the prices paid in areas that are already heavily dependent on that oil, according to the Santa Monica consumer group’s report released Tuesday.

A Consumer Watchdog <a href="http://www.consumerwatchdog.org/sites/default/files/resources/keystonexl_cwd.pdf">report</a> released Tuesday said Keystone XL would push retail gasoline prices 20 to 40 cents a gallon higher if approved, with prices spiking most in the Midwest. If built, Keystone XL would cut the discount Canadian oil now sells for in relation to international benchmark crudes, the group said. Midwestern drivers would be the hardest hit because their region imports more than half of its oil from Canada, the report said.
