Consumer Watchdog's Doug Heller discusses Blue Shield's announcement that they – as a 'nonprofit' – will start holding their profits to no more than 2%. Heller finds their motives suspicious as there is a concerted effort to enact new regulations on soaring health care costs, and Blue Shield wants legislators to think they can self-regulate.
