California doctors are not subject to random drug testing, however physicians are regularly being reprimanded with disciplinary action for abuse problems and impairment on the job. According to the California Medical Board, 1-2% of doctors is addicted to drugs or alcohol at any given time.
Does the California Medical Association have a problem with the prospect of 2,000 addicted doctors? The doctors' lobby refused to respond to NBC's repeated interview requests.
