The average price of a gallon of regular gas jumped 28 cents in less than a week. Fuel in California is nearly a dollar more than the national average. The organization Consumer Watchdog sent a letter to the California Attorney General Monday with evidence it says confirms that oil refineries have been shipping gas to central and South America, instead of keeping it for California.
