SPECIALIZING IN INSURANCE RATE REVIEW AND EXPERT ANALYSIS

The staff of Consumer Watchdog includes some of the nation’s foremost consumer advocates and experts on consumer matters. 

Consumer Watchdog seeks a Staff Insurance Actuary to provide actuarial analysis in insurance rate review and enforcement actions before the California Department of Insurance and related civil actions in court. The Staff Insurance Actuary will consult with and advise our attorneys and advocates concerning complex actuarial issues, many with significant policy implications, on a daily basis. This is a full-time position. Associate or Fellow of the Casualty Actuarial Society (ACAS or FCAS) or Society of Actuaries (ASA or FSA) with ratemaking experience preferred.

In 1988, Californians revolted against excessive auto, homeowner, and business insurance premiums and passed Proposition 103, a ballot measure written by Consumer Watchdog founder Harvey Rosenfield to rein in insurance companies. Using the provisions of Prop 103, Consumer Watchdog has lowered rates and saved Californians over $150 billion since 1988.

Today, Consumer Watchdog’s legal team, in consultation with actuaries and other experts, scrutinizes major rate hike proposals made by auto and home insurers in California, intervenes in many where lower rates are warranted, and plays an integral role in the regulatory actions taken by the California Department of Insurance. RESPONSIBILITIES:

Consulting with and advising Consumer Watchdog’s attorneys and advocates, the Staff Insurance Actuary will review and conduct actuarial analyses of insurance company rate applications filed with the California Department of Insurance, with a focus on private passenger auto, homeowners, medical malpractice, and health care insurance; prepare analysis of actuarial issues to raise in petitions for hearing challenging rate and class plan applications; review actuarial support for rate filings to determine if the proposed rates have been determined to be in compliance with statutory and regulatory requirements and in a manner consistent with actuarial principles and standards of practice; prepare written memoranda with rate analysis and recommended rate indications on challenged filings; analyze enacted or proposed California insurance legislation and regulations as they relate to actuarial issues and to determine the effect(s) or potential effect(s) on consumers and compliance with existing laws and standards; review and draft comments/testimony on proposed legislation and regulations as an actuarial expert; provide written and oral testimony as an expert or expert witness on behalf of Consumer Watchdog in proceedings before the Department of Insurance and in state and federal court cases and hearings as needed; perform special actuarial studies, investigations, and/or analyses at the request of Consumer Watchdog’s attorneys and advocates; and perform other related actuarial services as needed.

QUALIFICATIONS:

Candidates ideally will possess 5–10 years of related actuarial experience, preferably in a public interest organization or a government agency or similar experience providing actuarial services and acting as an expert witness for insurers, and a background in (or working knowledge of) property-casualty and health care insurance, particularly as relates to reviewing and/or preparing rate filings with government agencies. Ideally candidates will also have knowledge of the California Insurance Code, California Code of Regulations, and insurance ratemaking procedures under Proposition 103. Experience working with catastrophe models for various perils, including, but not limited to, wildfire, fire following earthquake, earthquake, and other predictive models preferred. Possession of a bachelor’s degree from an accredited college or university and Associate or Fellow of the Casualty Actuarial Society (ACAS or FCAS) or Society of Actuaries (ASA or FSA) with ratemaking experience preferred. Occasional travel may be required.

SALARY AND BENEFITS:

Salary is competitive with other similar public interest organizations and government agencies at the experience level sought in the range of $110,000–$170,000. Employer-paid health, dental, life, and long-term disability insurance. Consumer Watchdog also offers a retirement savings plan.
