Consumer Watchdog is challenging State Farm’s unprecedented request for a $900 million increase in the rates it charges Californians for home, renter and condo coverage. State Farm is demanding that Insurance Commissioner Ricardo Lara approve the increases, even before State Farm proves it needs them. The staff of the Department of Insurance is supporting State Farm’s request.
Consumer Watchdog’s experts have concluded that State Farm is not entitled to the increases and is fighting the proposal. Insurance Commissioner Ricardo Lara has scheduled an “emergency” hearing on April 8 before an Administrative Law Judge on the request. Insurance Commissioner Lara makes the final decision.

How home, auto and business insurance is regulated in California: Under Proposition 103, insurance companies must apply for any changes in rates and premiums. Consumers are permitted to challenge such requests. The insurance company must prove it requires the change before the Insurance Commissioner can approve it. The entire process must be subject to public scrutiny. And the law gives consumers the right to challenge and demand a hearing on an application. The voters passed Proposition 103 to protect themselves against unjustified price gouging and discriminatory practices that destabilize California’s insurance marketplace.
